New regulations on toys for infants and toddlers (toys for children under the age of three) will come into effect on December 25, 2025. If you manufacture or import toys for infants and toddlers that are subject to the regulations, you will need to file a business notification.
Toys for children under three years old manufactured or imported after December 25, 2025, will be required to comply with safety standards and display warnings indicating the target age and precautions for use. If the standards are met, the "Children's PSC Mark" can be displayed on the product, and only products with the Children's PSC Mark and warnings can be sold.
*However, products manufactured or imported before the restrictions began on December 25th are exempt from the restrictions and can be sold even if they do not bear the Child PSC mark or other markings.
The PSC mark system was already in place, so we have summarized it together with the regulations that existed previously.
The two on the left in the image below are the existing PSC marks, and the two on the right are the newly added PSC marks.
Please note that each expressions are difficult to identify (recognize).We recommend recognizing the mark by its shape and illustration.
To put it simply, the diamond mark indicates a high risk and therefore has strict requirements, while the circle mark indicates a certain degree of risk but is relatively exempt from the requirements.

In recent years, there have been complex divisions of labor such as OEMs, but brand operators who outsource manufacturing, design, and inspection, and distribute products under their own name or trademark, can also report the manufacture or import of specific products as notifying businesses that are responsible for the safety of their products.In that case, you will need to fulfill various obligations.
Infant beds were originally subject to the diamond-shaped PSC mark, so the new additions are round magnetic entertainment items, absorbent synthetic resin toys, and infant toys (toys for children under 3 years old).
Since requirements ③ and ④ are exempt, it is unlikely that businesses will suddenly see a rise in procurement costs or increased difficulty in sales. However, if there is an unintentional non-compliance, it will not only result in huge costs and hassle such as a recall later on, but will also result in a loss of trust in the market, so businesses will be required to constantly confirm compliance.
